its madame shirley, newest character in OP and a fortune teller also a mermaid :3 I draw her without her cape, and tried to figure out her norma lhair :D And it was also a color training session xD

I do not know about her in One piece, but that doesn't really matter as you only drew her as a colouring experiment, so I'll make some pointers on colouring only.

First off your choice of colours are really quite dull, but they balance well. It looks almost like metal.
The lighting is placed so that it balances the dark tones especially on the jacket and hair. I also notice that there is shading on the woman's skin. So there is some degree of shading.

your colouring technique executed in making this drawing is almost similar to that of graffiti. Shiny and it stands out like a sore thumb in city walls. I was surprised when I saw how the brushstrokes used to colour this is not clean. What I mean here is that you colour the work outside of the outline, but not too excessively in a way that makes the work look sketchy and soft (VERY soft). It gives a feeling of that one is in a dream or fantasy looking at someone in the eye (now if you're a pervert you would either at her face or breasts. HAHAHAHA!!!).

Although it looks great in technique, I realised that there can be a tiny problem. It's not there, but I think it could be a bonus. One of them is the neckline on her left. There are two lines, one for the neck and the other for the jacket. is the jacket skin coloured? Also the background on the left side of the work it looks like the tail, but there is no colour. I found that disturbing. Also it looks too sketchy in terms of outline. It makes the work look too rough. If this work is heavily expresed in colours, then you should use lines efficiently, but enough to create some expression on the work.

I think that's all I have to say. So all in all, your work is great with the graffiti like colouring, and the degree of realism in your work through shading. Well done. The lighting is all over the place, but deliberate to balance the dark tones and shading. Your work is looks rough, due to excessive use of lines and the missing colours on the tail.

I think it's nice to see something different. I may not know about every character in One piece and never will, but I do know this: Fanart is made to appreciate the work that the original artist. So nicely done and keep up the good work.
